Step-by-Step Instructions
  1. Begin by preparing your ingredients: shred the cabbage, grate the carrots, slice the scallions, and mince the garlic.
  2. In a mixing bowl, combine the shredded cabbage, grated carrots, scallions, eggs, flour, and seasonings. Mix until well combined.
  3. To fry, heat a skillet, add oil, form fritters, and fry for 3 minutes on each side until golden brown.
  4. To bake, preheat the oven to 420°F (215°C), place fritters on a lined baking sheet, and bake for 20-23 minutes, flipping halfway.
  5. Remove from heat, cool on paper towels or a wire rack, and serve warm with a creamy dip or yogurt sauce.
