- In a skillet over medium-high heat, add a splash of oil and let it heat for a minute. Add the ground beef and cook for 3-5 minutes until browned.
- Add the diced onion and minced garlic to the skillet. Sauté for about 1 minute until translucent and fragrant.
- Drain excess fat from the beef mixture and transfer to the slow cooker. Pour in beef broth and add Italian seasoning, salt, garlic powder, onion powder, black pepper, and red pepper flakes. Stir well.
- Cover and set the slow cooker to cook on HIGH for 2-3 hours or LOW for 4-6 hours.
- Once beef is tender, switch to HIGH and stir in uncooked pasta, then add room-temperature heavy cream while stirring.
- Leave the slow cooker uncovered and cook for another 45 minutes, stirring occasionally.
- Add freshly grated Parmesan cheese and stir until melted. Gently fold in fresh spinach just before serving.
- Taste and adjust seasonings before serving warm.
