Step-by-Step Instructions for Garlic Butter Mussels
  1. Clean the mussels under cold water, scrubbing any dirt and discarding open or cracked shells.
  2. In a pot, add 1/4 cup of water and bring to a simmer. Add mussels and cover to steam for 3-4 minutes.
  3. While mussels steam, mix butter, garlic, Parmesan, parsley, lemon zest, salt, and pepper in a bowl.
  4. Preheat broiler. Place steamed mussels on a baking sheet and discard empty shells.
  5. Spoon garlic butter over each mussel and broil for 2-4 minutes until bubbly.
  6. Garnish with parsley and serve immediately with crusty bread.
